Reporting and obtaining prior instructions
: When facing an illegal congregation, communal or political rally, the head of the district police office or metropolitan police complex should obtain prior instructions from the chief district officer. If it appears that peace and order will be disturbed, the Chief of the District Police Office or the Chief of the Metropolitan Police Complex shall report to the Chief District Officer and request appropriate instructions.
